Service requests
An application shall be required for the determination of status, which shall be accompanied by a declaration of means of subsistence, for the drawing up of which the submitter shall submit statements regarding income, if the necessary information is not in the local government and State data registers.Service Processing
The declaration of means of subsistence shall indicate the following family income:
- for the last full three calendar months, - income from paid employment, VSAA benefits, remuneration and pension (including pension supplements), State social benefits, scholarships, compensation, maintenance, material support provided by a single spouse or parent of a child, as well as other income;
- for the period from 1 January to 31 December of the preceding year, income from economic or professional activity.
The social service shall inspect a person (family) at his or her place of residence after receipt of the submitted documents, evaluate the household conditions and draw up a deed for the survey of the place of residence. A family (person) shall be recognised as a poor whose average income per member of the family per month for the last three months does not exceed EUR 128,06, but as a low income if its average income per member of the family per month does not exceed EUR 280 in the last three months. A separately resident person shall be recognised as a low-income person if its average monthly income does not exceed EUR 345 for the last three months, for the beneficiary of an old age, disability pension or social security allowance, EUR 390 for a single person benefiting from an old age, disability pension or social security allowance. Nor does the family (person) own cash stocks (other than EUR 128,06 for the family) or property (with the exception of property in which they live, etc.), have entered into a nutrition contract and have registered with the State Employment Agency as an unemployed person.Receipt of services
If the family (person) conforms to the status of a needy/disadvantaged family (person), the Jekabpils Social Service shall issue a written statement regarding the eligibility for the status of a needy/disadvantaged family (person). The family (person) is recognised as poor/disadvantaged, starting with the month in which the decision on the granting of poor/disadvantaged family (person) status is taken.
The status of a poor/disadvantaged family (person) shall be determined for a period of three to six months.
